There were riots in Bradford, Burnley and Oldham in the summer of 2001. Ted Cantle’s report concluded that segregated communities were living “a series of parallel lives”. Government moved to promote social cohesion. Among the partners recruited were faith organisations, but the language was that of capitalism.
